Mix together the first 5 ingredients in medium bowl. Set aside.
In another medium bowl, mix together the dry ingredients and ½ cup of the chocolate chips. Add the wet ingredients into the dry ingredients and stir until well combined.
Grease a 9x9 baking pan, and pour the batter into the pan, smoothing evenly. Sprinkle the remaining ½ cup of chocolate chips on top of the batter.
Bake at 350° for 14-15 minutes for a fudgy texture, or 16-17 minutes for a cake-like texture.
